I followed the (rather poor) instructions here:
https://archive.org/help/derivatives.php
And made and uploaded a "_rules.conf" file like:
CAT.ALL
CAT.lossy
CAT.PNG
CAT.afpk
CAT.json.gz
CAT.gz
which didn't work.
A one-line file with "CAT.ALL" also didn't work:
derivatives.php says: 'To prohibit *all* derived formats, you would upload "_rules.conf" containing the following: (CAT.ALL)'

on the (+) side, you did understand our documentation and did the right thing. however...
we recently changed our policy at archive.org..
so now only the following suffixes/formats can be "prohibited":
mp3/VBR MP3
ogg/Ogg Vorbis
mp4/h.264
ogv/Ogg Video
the other suffixes/formats can't be prohibited now because they are important for the display/setup/research of items.
apologies for that Bad News from your perspective -- we understand your concerns and desires but are trying to work with the best mix of policy/future features, etc.

I'm certain that I would rather not see waveform images as the default in Old Time Radio. It has not reached the "shaking my cane at you" level but it does distract from the experience. Maybe you could replace it with a ticker tape?
